Hello and welcome to our demonstration of FTA's Transit Asset Management website.
The TAM website is continually updated, and offers transit agencies and other asset stakeholders
easy access to useful resources for transit asset management.
Visitors to the site can learn about FTA regulations on asset management, share knowledge with
peers on best practices, and access a wealth of implementation and program support materials.
Our homepage includes an overview of Transit Asset Management and offers background to
help you get started.
At the center of the page, you'll see an up to date rotation of featured content.
Below the slider, you'll find information about the national transit maintenance needs
that precipitated the TAM final rule and a link to the final rule itself.
We've also added a list of the most requested TAM-related documents for easy access
right on the homepage.
Looking first to the navigation bar on the right side, you'll see upcoming events such
as trainings and webinars, as well as related links and documents.
The primary navigation bar is on the left side of the page– we will use this navigation
bar to structure the rest of the demonstration.
Let's now turn to the Getting Started page.
The Getting Started page provides basic guidance to get you on your way to TAM compliance – it
includes additional background on the Final Rule, provides a timeline for meeting the
rule's requirements, and lists TAM points of contact for all 10 FTA regions.
The Compliance Checklist, viewable by clicking "compliance with TAM rules" or the "Am
I in compliance with the TAM rule?"
link on the right side of the page, offers a walkthrough of the final rule
requirements based on attributes of your agency's operating environment.
You'll also find a link to the National Transit Database on the Getting Started page
Moving on to the next page along the left navigation bar: Frequently Asked Questions
FTA has developed answers to many questions about the TAM Final Rule, including basic definitions
and concepts, as well as more complex questions around compliance and implementation.
You will see the answer to each question when you click on it at the top of the page.
Visitors to the TAM website are encouraged to submit questions to FTA for inclusion on
the FAQ page – submissions can be sent to TAM@dot.gov.
Please keep in mind that questions are meant to be useful to agencies throughout the asset
management community.
If you have follow-up questions specific to your organization's structure, contact your
regional point of contact, listed on the Getting Started page.
Following the FAQs on the navigation bar is the TAM Plans page – this page consolidates
information about TAM Plans, one of the central requirements of the Final Rule.
At the top of the page, you'll find a quick summary of the origin and goals of the TAM Plan.
Next, we the list required elements of the Plan broken out by agency tier.
Below that is guidance which describes whether an agency is Tier I or Tier II, including a
link to an FTA checklist and a graphic.
Next is a brief explanation of TAM Group Plans, with specific information for potential group
plan participants and group plan sponsors.
Finally, the Resources section provides links to further guidance on developing a compliant
TAM Plan – here you'll notice a link to the TAM Peer Library, which we will cover
after we discuss performance management.
Next on the navigation bar is the Performance Management page.
This page provides information on performance management, target setting,
and reporting.
The page begins with background information on the four performance measures established
by the Final Rule, which relate to the asset categories of Rolling Stock, Equipment,
Facilities, and Infrastructure.
Here there are hyperlinks that will take you to each section of the page.
Below this, the page breaks into an explanation of performance measures for each asset category.
Tables at the end of each section provide an example of the types of assets that are
included when calculating that performance measure and reporting it to the National Transit
Database.
Next, the page explores the process of setting performance targets, including group plan
targets as well as State and MPO planning targets.
Finally, the reporting section describes what needs to be submitted to the National Transit Database and when.
Links to NTD and the Asset Inventory Module are included.
The page ends with a list of resources containing additional information about performance management.
Now we'll navigate to the Peer Library page on the left navigation bar.
The Peer Library page facilitates information exchange throughout the asset management community,
providing a platform for agencies to share recently completed work from the field.
At the top of the page, you'll find a brief description of the Peer Library, including
a list of suggested topics and a link to submit your own documents.
Below the introduction you'll find the library, which has links to TAM documents grouped by
theme and submitting agency.
For example, under the Asset Inventories section we can click to view an inventory taken from
the TAM Plan developed by Union County Public Transit in Oregon.
We encourage agencies to submit documents using the link on this page, and to check
back regularly for new content.
Now, let's take a look at the FTA Outreach Materials page.
FTA is continually developing materials to support the rollout and implementation of
the TAM Final Rule - the Outreach page serves as a clearinghouse for this information.
Here you can scroll through and find TAM factsheets, issues of TAM News - our industry newsletter,
trainings, copies of presentations on TAM, recordings and transcripts of webinars, and more.
This page also includes useful resources developed by our partner organizations.
Be sure to check back regularly for new content.
Resource pages have been developed as a repository for materials on specific topics.
First click on Resources tab in the left navigation bar, and then choose a specific topic from
the dropdown list below.
The Resources pages organize materials into 8 categories.
We won't have time to click through each category, but if we click on the Policy & Strategy
link as an example, you'll see at the top there is a brief description of the theme
and information about the types of resources found within, followed by resource links grouped by type.
Each of the resource pages follows this overall structure.
Materials on the resource pages include research reports, excerpts from the final rule, meeting
briefings and presentations, case studies, as well as data tools.
Some materials may be linked to from multiple resource pages.
The next tab on the navigation bar links to the TERM-Lite analysis tool.
It's likely many of you are either familiar with TERM-Lite, or have used it to better
understand your agency's state of good repair backlog.
Since the TERM-Lite model serves as a basis for some of the condition assessment requirements
established by the Final Rule, this page offers visitors a place to download both the software
itself and supporting documentation on how to use the tool.
On this page you can also find the contact information for FTA's TERM-Lite Program
Manager, and email address for support with TERM-related questions.
Finally, we'll take a look at the State of Good Repair Programs page.
The pages under the State of Good Repair Programs tab cover FTA funding sources available for
assisting agencies in working towards a state of good repair.
You can find more information about the TAM Pilot Projects, SGR discretionary grants,
and the currently available SGR 5337 Formula Grant Program by clicking on the links in
the drop down on the navigation bar.
This concludes our demonstration of the Transit Asset Management site – we hope this has
