PETROBRAS, with the objective of producing gasoline with a small amount of pollutants
and meeting the environmental requirements of the Brazilian National Environment Council
Decided to implement a new gasoline portfolio at the GABRIEL PASSOS Refinery
For the realization of the project, a joint venture was formed
by ANDRADE GUTIERREZ and MENDES JUNIOR,
two of the largest heavy construction companies in the country,
and KTY, a design specialist.
The contract type was EPC,
Engineering, Procurement and Construction contract,
which means the development of the entire design,
supply of materials and equipment,
civil construction and electromechanical assembly,
Conditioning, pre-operation and assisted operation
of the new process units.
For the execution of the project, a design office was set up in SÃO PAULO
with 130 professionals, including 70 engineers.
In order to meet the contractual requirements,
more than 9,500 direct and indirect jobs were created
and to serve this mass of workers,
a robust infrastructure was set up in the refinery.
The joint venture installed an administrative site with complete infrastructure
along with team offices near to the construction site.
A medical clinic, a full kitchen and changing rooms
for more than two thousand professionals were built.
As well as warehouses, a shop for the fabrication of pipe spools,
an apprentices' school for welders and sanders
and an external recruitment office.
Another important point of attention
was the integrated management system, in addition to the QHSE certifications.
In order to motivate the workforce and encourage the safe execution of tasks,
programs were promoted to encourage the use of QHSE procedures and productivity,
resulting in great success.
Because of all these actions, the joint venture earned
the PETROBRAS award of QHSE in 2008.
In the procurement area, the management strategy included an exclusive management
and the presence of teams in the suppliers' factories,
resulting in an effective management of equipment manufacturing.
The planning area implemented a modern control system
for the constant monitoring of the activities,
which allowed a greater interaction between different disciplines and better results.
The construction activities began in January 2008,
anticipating the contractual schedule to minimize the construction risks.
Staking, manufacturing and assembling precast concrete parts were done.
As soon as the first structure was completed, the pipe spools' assembly was started.
Simultaneously to these works, as the equipment arrived,
they were mounted directly at their bases,
following a logical sequence to meet the schedule of subsequent activities.
Within these standards, the Hydrogen Generation Unit was built
which will produce 300,000 cubic meters of hydrogen per day.
The Cracked Naphtha Hydrodessulfurization Unit,
which will process 4,000 cubic meters of cracked naphtha per day.
The Naphtha Coke Hydro Treatment Unit,
which will hydrotreat 3,000 cubic meters of coke naphtha per day.
The expansion of the cooling tower.
The interconnections with the power substation and the local control room.
The conditioning, the pre-operation and the assisted operation of the units.
All these structures are ready and in operation.
The company congratulates all those who had contributed to the realization of this project
and is proud to have successfully accomplished this great challenge,
a project that will contribute significantly to the preservation of the environment
and to the improvement of the quality of life of the population.
