Hello I would like to introduce ICSD executive
member- Vice President- he was recently re-elected for
the second term of 4 years.
ICSD has two vice presidents.
Kindly tell me about yourself and your role.
I am responsible for world sports,
working directly with technical directors for both winter
and summer sports,
arranging world championships in different sports and for
Deaflympics.
I also coordinate with countries to arrange events,
engaging in dialogues with national governments for more
support,
working with the organizing committee to make sure
we follow the Olympic Charter.
In the next 4 years we will have
between 25-35 world championships,
and I also must be sure anti-doping testing
and audiogram testing are in proper place.
The past 4 years we had a slow
start in getting the gears to work in
sync.
Now we are determined to do better.
Good to know - now another question to
ask-
you had been involved in the 2009 Summer
Deaflympics.
Many people still fondly remember the 2009 Games-
as they say,
it is probably the best.
Since you have seen the operations of the
2009 Games and now with the 2017 Games
here in Turkey, can you tell me the
differences?
I was involved in the 2009 Taipei Games
on the Organizing Committee and now with the
2017 Games, my role is different- ICSD Vice
President of World Sports.
There is a huge difference.
The Organizing Committee has a responsibility to meet
and achieve the objectives and deadlines.
Representing ICSD during my discussions with the 2017
Organizing Committee I had to assume a broader
role to ensure every aspect of the Games
was fulfilled.
Now to your question- I think the 2017
Samsun Organizing Committee has done fabulously especially in
media operations.
It offers daily coverage of the Games with
live feed, results, medal standing.
Moreover, I note that Asia TV sports also
offers coverage through Turkish TV network.
That is amazing.
Also, there are a lot more volunteers here
in Samsun.
In Taipei, we had about 1.000 volunteers- a
small percentage acquired training in sign language.
Mostly were used for spoken language translation to
and from English.
There was a larger budget for interpreting.
Here in Samsun, more volunteers- about 3.000 and
many had received training in basic sign language.
A sizeable budget was put aside for media
rather than translation services.
Both have its own advantages and disadvantages.
But in Samsun, I would like to add
that security has been beefed up much more
than it was in Taipei.
That is very important to note.
It is to ensure safety for athletes.
At the Opening Ceremony, there were a lot
of security forces in place.
That is good to know.
Samsun has done a very good job in
staging the Games.
Agree?
Yes!
Now to the next question- regarding bids for
the next Deaflympics.
I note that ICSD countries have been more
hesitant about placing bids due to exorbitant costs
of staging the Games.
The IOC faces the same for the Olympics.
Do you think if we put more emphasis
on the sports operations rather than other "frivolous"
items that will bring the costs down?
It may encourage countries to be more willing
to consider.
My philosophy is sports first- and keep costs
down.
Deaf athletes only have every 4 years to
meet and compete against each other, whereas hearing
athletes compete more regularly, every year at invitational,
regional, and world championships before meeting again at
the Olympics.
Deaf athletes deserve to compete.
Financing the Games is widely prevalent everywhere even
for the hearing athletes.
Many cities are shy about hosting major multi-sports
events because of unbelievably high costs.
ICSD is now in deliberations with some ICSD
member countries about hosting future Winter and Summer
Deaflympics.
They have not placed an official bid- still
at preliminary stages where we hope to help
minimize the heavy burdens and costs. Hopefully we
will be able to announce soon.
DB- I think IOC and ICSD's relationship has
gotten better and more productive.
Perhaps the national governments will be more willing
to assist ICSD member countries once they see
the solid relationship between IOC and ICSD.
They may be able to help with the
bids.
What do you think?
KC- Yes, absolutely.
ICSD President Valery Rukhledev now has a new
focus with IOC for sponsorship.
IOC and ICSD were pleased to sign a
Memorandum of Understanding nearly two years ago that
clearly defines the unique identity and role of
Deaflympics, apart from the Paralympics.
Sponsorship is crucial for the success of the
Games.
Hope we can reap benefits from that.
I also would like to add one more
thing - many ICSD member countries believe there
would be a better result if the Deaflympics
are held in the same year as the
Olympics and the Paralympics.
I am doubtful because the deaf athletes may
not receive a fair share in the budget
at national levels for participation in the Games.
President Rukhledev recently explained the benefits of holding
the Games one year after the Olympics and
Paralympics.
I think with that timeframe we have a
better chance to survive, financially speaking.
