Apply an effect to your video, for instance, Gaussian blur
Add a rectangle to the scene
Among 'Composition modes' select 'Inverted Mask'
if you try to work with the masking tool this way, your video'll become black
Double click the video
and double click the effect layer
Add a rectangle inside the video effect
then change the composition mode on the timeline

By default, it's a style with borders
To select the required type without borders, go to the panel above the scene
In 'Properties Window' you can change the color of the rectangle
