Sustainable Resource Governance: Ilegal Mining / Mineria Ilegal - Duration: 4:27.

How to resolve the ilegal mining issue? 3 Strategies

Hi, I am Dr. Isabel B. Franco and I today we are discussing 'ilegal mining'

To understand the issuse around ilegal mining, we sould examine three key aspects

1. The context where these practices take place 2. The governance environment in which ilegal miners operate 3. The human capital potential of those mining communities

Let's begin with the context. Ilegal mining is a global issue. This is not only a problem that has to do with high-intense conflict regions

In my scientific research in the Angolan case in Africa I found that most ilegal miners are migrants, coming mostly from Asia

Another case in point is Bolivia where the Viceminister of Mines was recently killed by 'apparently' informal miners'

The Bolivian case shows there is a governance issue in relation to ilegal mining

When, I talk about governance, I am not talking about the role of the government in resource regions

Instead, governance is that space in which stakeholders interact

Stakeholders include but not limit to large scale mining companies, governments, civil society, informal miners, among others

Governance is that scenario in which stakeholders collaborate (or do not collaborate) to achieve a common goal, in this particular case, solve the ilegal mining issue

In the Bolivian case, evidence shows that ilegal mining is a governance issue that led to the death of the Viceminister

Let's examine this issue in the Colombian case

In Buritica, Colombia 6000 informal miners are migrants

Out of 76000 oz of gold per year, 70000 come from ilegal mining

Plus, other emerging issues around ilegal mining such as prostitution, corruption, alcoholism

In this governance scenario, we should identify and focus on two actors namely

Informal miners coming from ilegal groups

On the other hand, we should identify those informal miners whose only livelihood has been mining since the colony period

Stakeholders should focus on that second group of informal miners which consist of both men and women

Those female informal miners called 'chatarreras'. The informal mining activity called 'chatarreo' are those practices in which they work with the left overs of mining

The 'chatarreo' as an informal mining practice became legal under decree 276 in 2015 in the Colombian case

Therefore, in this context, we are talking about families, both women and men whose only livelihood is mining and has been mining for years

Stakeholders should focus and invest on those families, on those mining communities

Such investment should be focused on different forms of human capital to further develop their potential, so they can forge alternative liveihood options

This will facilitate the transition from ilegal mining to a more responsible and sustainable mining.

This is the third and key aspect I found in my scientific research to resolve the ilegal mining issue
