Just like you the Quebec government must earn or collect money to pay for its
expenditures. The Quebec government's revenues come from three main sources:
own source revenue, revenues from government enterprises and federal
transfers. Own source revenue consists primarily of tax revenue and includes
personal income tax which is calculated based on the money that each individual
earns; contributions to the health services fund which are paid by
employers based on their total payroll for the year; corporate taxes which are
calculated based on a company's profits and school property taxes which are
calculated based on the value of property you own and used to cover the
expenses of school boards. There are also consumption taxes the most known is the
Quebec Sales Tax or the QST. This tax applies to almost everything you buy
with a few exceptions. The second main revenue category is government
enterprises which are corporations or entities that earn money. The most
profitable government businesses include the Société des Alcools du Québec or SAQ,
Hydro-Québec and Loto Québec. Finally the last source of income for the Québec
government comes from federal government transfers and are three types. The Canada
health transfer helps cover costs for health care programs and services.
The Canada social transfer helps cover costs associated with social programs like
post-secondary education and childcare. And the third is equalization payments
these are funds transferred to less wealthy provinces allowing them to
provide citizens with services comparable to other provinces. Like you
the government needs to manage its finances responsibly and ensure that all
Quebecers have access to the services they need.
